The first step is for the principle investigator (PI) is to send to the JGS office a brief outline of the proposal.
Please note: Due to possible financial constraints we are able to accept very few new proposals at the present time, except through joint calls announced on STFC and EPSRC websites.
The JGS office may then send the outline of the proposal to an appropriate technical advisor for assessment. The TA will advise the JGS office whether there is sufficient MoD interest for the proposal to proceed. At this stage the technical advisor may contact the PI to discuss the proposal. These initial discussions form the basis of future interaction under the JGS and the TA will act as the sponsor representing MOD throughout the life of any grant. Close liaison is essential and the proposal should include provision for the cost of at least one visit per year to the sponsor’s laboratories.
If the proposal is assessed as being of interest to MOD, a copy of the research council form should be sent to the TA and the JGS office. The TA will complete a JGS assessment form. The TA and the JGS project manager will then assess the proposal and financial aspects along with any other proposals received by the JGS Office. The Dstl assessment criteria are as follows:
- Scientific and technical quality
- Ability to undertake research
- Viability and planning
- Relevant and timeliness
- MOD access, exploitability
- Resources and cost effectiveness
- Civilian applications
- Industrial collaboration
- Developing new relationships with Higher Education Institutions (HEI), strengthening established ones
If it is of sufficient value and priority to MOD the JGS office will issue a letter to the PI stating MOD’s intention to support the proposal, provided it is successful at the Research Council’s peer review. The letter will normally specify the amount of JGS funding being offered (typically 50% of the award 40% of full economic cost) for proposals up to £500,000 and a percentage at Dstl’s discretion above £500,000. The letter will also indicate any elements of the proposal which are of importance or concern to MOD. The offer is conditional on the Research Council funding the remainder.
The PI should then submit the proposal, together with the letter offering JGS support to the appropriate Research Council for inclusion in its normal review schedules. The Research Council will consider the proposal according to its usual processes, fully informed of MOD’s intention to part fund the proposal if it is successful.
If a grant it awarded the Research Council will advise the JGS PM who will appoint the sponsor as MOD’s TA and make the necessary administrative arrangements. During the life of the grant the PI is expected to liaise closely with the TA. The TA produces a brief annual summary of progress for MOD and the final report with emphasis on potential MOD benefits. Additionally, the PI may be asked for a presentation to MOD during or at the end of the grant.
