Threat, risk and options analysis


Dstl experts play a fundamental role in providing threat, risk and option analysis for the UK. We work at all levels of military planning and as such, we have a deep understanding and knowledge of systems concepts, ensuring that we consider the knock-on effect of all our advice.

We can create specific studies for analysing individual threats. Recent work has included force protection risk analysis, where we provided a unique modeling capability to assess the threat from rockets and mortars at military bases.

The work is often urgent. Before British forces entered the Iraqi city of Basra, Dstl analysts were tasked by military commanders via the Permanent Joint Headquarters, to assess the likely outcomes of urban action and propose options for maximising the effectiveness of action whilst minimising casualties. We had 48 hours and worked round-the-clock to provide a model of potential outcomes based on the information provided by a military commander, therefore helping to make vital decisions.

From operational demands to another unique example of our threat work. We were responsible for initiating the strategic approach for combating the deadly bacterium and potential biological warfare agent Francisella tularensis. We initiated international collaboration with Sweden and the USA to determine the genetic make-up of the organism and this research provided the essential foundation for developing both battlefield detectors and medical countermeasures.

Our work for protecting soldiers against dangerous pathogens has been further enhanced by the provision of a state-of-the-art scientific research laboratory at Porton Down which is now fully operational. It means that uniquely in the UK, MOD has the ability to assess the hazard posed to the UK and the Armed Forces by the most dangerous of known bugs, for example Ebola.
